Final Fantasy XIV TTRPG free download

Seems there is in fact a FF XIV ttrpg coming up and it also seems the
rulebooks for this are available in free versions on their website:

Unfortunately, the downloads don't include the character sheets, and the
rulebooks don't include character sheets either. So, you can't actually
play, unless everyone wants to play as Chocobos (who do have stats in the
rulebooks).
The shop page says the starter is being reprinted, but I don't recall it
ever being available in the first place...EU-release only?
